A new report entitled "Cloud computing in Africa: Situation and perspectives" presents ITU recommendations and insights into the opportunities and challenges for harmonized and sustainable adoption of the Cloud in Africa.

According to the report, the benefits that the Cloud provides can constitute significant opportunities for ICT development and is attractive to many African users. That being said, bandwidth constraints, free public access, and the absence of a proper regulatory framework are some of the complex technical and legal challenges as well as security risks that can hinder adoption.Areas that need significant development include regulation, careful preparation of outsourcing contracts, the implementation and quality of data centers, training programs, standardization and cross-border regulation requirements.

To support the recommendations, the study presents the results of a survey conducted among African countries and lists some of the  services developed and proposed by companies in the surveyed countries. Also mentioned are several initiatives already underway to use existing data centre resources and promote the use of the Cloud.
